Why Dominica.
Dominica (not to be confused with the Dominican Republic) is a small Caribbean island nation between Guadeloupe and Martinique. It runs the world's oldest citizenship-by-investment program, established in 1993.
Three decades of program continuity, combined with one of the lowest investment thresholds in the Caribbean ($200,000), make Dominica a popular entry point for HNWI families seeking second citizenship without overcommitting capital. The donation goes to the Economic Diversification Fund, which finances healthcare and education along with post-hurricane infrastructure projects.
The Dominican passport ranks 26th in the 2026 Henley Passport Index. It offers visa-free access to the entire Schengen Area, Singapore, and most of the Caribbean. Note on the UK: visa-free access was revoked in 2024, so Dominican nationals now need a UK visa. For clients whose priority is Schengen mobility, the coverage still does the job.
