About
Why Vanuatu.
Vanuatu is a Pacific archipelago of 83 volcanic islands, located between Australia and Fiji. The country gained independence from a French-British condominium in 1980 and is a member of the Commonwealth of Nations, the Pacific Islands Forum, and the United Nations.
For HNWI families, Vanuatu offers an unusual combination: the fastest citizenship-by-investment program globally, paired with one of the most favorable tax regimes in the world. There is no personal income tax, no capital gains tax, no inheritance tax, and no wealth tax. For life.
The program is administered through the Development Support Program (DSP), launched in 2017 under Section 12 of the Citizenship Act. Funds collected go toward national infrastructure projects plus education and healthcare.
Vanuatu's passport carries a Mobility Score of 123 across visa-free, visa-on-arrival, eTA, and eVisa entry. Russia and Singapore are visa-free; Australia is eTA; Japan is eVisa. Important caveat: the United Kingdom suspended visa-free entry in July 2023, and the European Union followed in March 2024, so Schengen and the UK now require a regular visa. For clients whose primary objective is speed and tax-neutral structuring (not European travel), the program still pencils out; for HNWIs whose first priority is Schengen mobility, Türkiye or a Caribbean CBI is a better fit.
