Why Jordan.
Jordan's citizenship-by-investment pathway was formalised by Cabinet Decision 2018 under Article 12 of the 1954 Citizenship Law (special naturalisation provision). It has become one of the few MENA programs offering a fully refundable investment route.
The most-used option is a $1,000,000 deposit in the Central Bank of Jordan (non-interest-bearing, refundable after the 3-5 year hold). Alternatives include $750,000 in a Jordanian SME outside Amman, $1.5M+ business in Amman with 20+ jobs created, or $1.5M in Jordanian Treasury bonds.
The Jordanian passport offers 49 visa-free destinations, mostly regional. The draw is capital preservation and GCC business access; the travel coverage is secondary.
A short visit (approximately 5 days) is required for biometrics. Jordan permits dual citizenship.
