Why Montenegro.
Program Status: CLOSED to new applications since 31 December 2022.
The Montenegro Citizenship by Investment Programme was launched in 2018 under the Decree on the Special Investment Programme. It officially closed for new applications on 31 December 2022 at the request of the European Commission as part of Montenegro's EU accession process.
For HNWI clients with previous engagement, citizenship granted under the program remains valid. Montenegrin citizenship continues to offer 126 visa-free destinations including the entire Schengen Area and most of Latin America (UK access requires a visa). Montenegro is an active EU candidate (negotiations since 2012, NATO member since 2017), and any future EU accession would grant Montenegrin citizens full EU rights.
